you gotta decrypt the game files with rpg decrypter tools available online (one user mentioned and linked one here) then overwrite it
the file you want to replace/modify is the .rgss3a one. You'll either want to overwrite and then decrypt, or just remove the .rgss3a encrypted file from the folder so that the game would use the data and graphics folders instead.
