Same issue here - It appears PIXIV has worked out some kind of animation format where they are displaying multiple still images in succession as animation. If you try to save it, you get only the still image that is displayed at that instant. I think in order to save you'll have to get all the still images and then stitch then together into a GIF.

I'm using this Firefox addon

The whole thing is in Japanese, but it's easy to figure out. You'll get a new "pxDownloader" button under the animation. Just hit it and keep the window open until the button changes to Done, the look into your Downloads folder.
