Not sure what you mean about calling other heroines since you could never call them in the 1st place, you can message them and the messages progresses each day, you can also go through those messages again in the gallery since some messages contains nudes the heroines will send depending on your intimacy level.

If you mean that if you can repeat their scenes, yes you can if you repeat the same message chat with every heroine

You need to get the sleeping pill, you get it from an NPC girl in the luxury hotel lobby, if shes not there then i think you need to complete Yuna's final quest 1st.

I pretty have done everything there is to do, there is no NPC girl in the luxury hotel lobby, tho I just noticed the first date option in there is still locked for me too. Are the sleeping pills something I have to buy?

The sleeping Pills are given after completing the Quest "A Woman Following".
Just like the person above said, I faintly remember Yuna (after Quest "Ultra-fast Pervert", next day after finishing.) giving me access to this quest, but I was sleepy when documenting that I might've forgotten to add it in.

Well never mind that, just finished the game, and right after that, the woman showed up in the lobby. I already had everything at max tho, so perhaps it was one of the fix the dev implemented to make sure untriggered events don't go missing.

I am also worried that this game will never be released, uncensored, on Steam, because of the adult games payment ban.

i mean i still can play some AAA game tho like claire obscure expedition 33 even i just got 30-35fps in the lowest setting 1080P with my gtx 1060 6gb. Also rdr2 and etc, i still can play that game with atleast not lagging or freezing shit. but this game zamn, its feel chonky in some spot and area like in the park sometimes i got 30 but the fps rate just maybe around 23-25fps even with my lowest setting in the game.
