1: I unlocked it after paying off all debt, ie, finishing the game, while you can still continue you just won't be pressured by the debt anymore.
2: You need to reach level 5 in relationship with Nadoka to unlock this.

Not really. For me it just works. I'm using verssion 1.019

yes there's a way by buying new camera/phone and you need to pay the debt first to unlock some phone/camera
