No it isn't. Being consistent with updates isn't the same as releasing them often.

If I had to guess, the assumption was right around the time the Dev was doing a remake of chapter 1 which in case put a pause on progress in the story.

he always posts "release dates" 2-3 days prior the update.
he didnt post it so far (16.08, utc)
therefore an update on 17.08 (utc) hardly can happen.
