yup, he is, with some rare exceptions.
but it is always better to not jump in ahead with "waiting for XY date" - because many users will jump in afterwards with usual "omg, it is XY date, where is the update dev?".
considering the last few updates i would say that more likely period for ep25 would be 20-27.11...a bit later than planned "potential time frame" yet close enough.
and when the update is imminent, a 2-3 days earlier the dev releases exact update schedule, so it is quite easy to follow.
