No idea what possibly could've given you that impression. This releases regularly, generally about every 2 months.

How could it not require write access? You never want to save your progress?
It requests full access to my device. It doesn't need that level of access to save game file

You're changing what you said, though. Read-write access would be required in order to put something on your device... like a save file. If it's requesting more, obviously that might be a problem. (It shouldn't need access to your device's camera or mic, for instance.) I'd ask whoever made the Android port; maybe quote their port post and ask why the additional permissions are needed. But unless there's some other way around that which I don't know of, it absolutely would need write access or it could never create a new save for you.
