It's pretty linear, if you can't go outside or can't talk with someone inside, perhaps there is a bug...

This could be a bug from 0.3, if you use a save from that version it carries over to the new update.
I'd try a fresh game (activate "skip all" in preferences if you don't want to read everything again).
