You can't yet. There is an upgrade button next to every building that can be upgraded on the village management screen. There isn't one for the forge yet.

there is an upgrade button now for the forge, but it still doesn't let me upgrade (gives some "not possible" message)

- you can't get Kerena out at this point
- to marry Astrid you need at least 2 barbarian points, send the 2nd horde to fight Hursur, and of course the scouts need to find out she can be married.

If you have one unassigned person in 'manage hordes' there is a line 'create second horde'. Do that and send it on its way.
