The developer saying he will continue to bug fix the game is not saying that the 1.0 is not a full release. Developers supporting their games is a good thing.

Claiming a release titled 1.0 and a game marked finished is "still a beta" because the developer is still willing to support it essentially is just saying you won't update the mod until end of life.
When the dev says

From my understanding there hasn't been much changed from .99 to 1.0, the next version also adding endings and an epilogue.

That screams not final (noir complete) and still testing.

it's not beta anymore if u been around long enough u know that many games have follow up updates after completion to fix various bugs or gramar.

poly's guide to VN playing satisfaction:

1 - Download a relatively simple VN with obvious choices
2 - Look at it, poke around at it but ultimately decide that you can't be bothered to play it through the way it was designed
3 - Download a mod, believing that it will help you find all of the digital boobies by highlighting some obvious choices
4 - Install the mod, which actually adds another coder and tester to the VN. You now have added the mod, and the modder, to your 'critical path'.
5 - Squeal in delight as you see all the digital boobies without really earning them. (Note: you can do the same thing by 'un-Renpying' the game but oh well...)
6 - Anxiously await the next version of the VN. One good way to do this is to ask on F95Zone for the update every day; make sure you don't read any previous posts because your time is valuable and reading is for suckers.
7 - The new game version is out!!! Check the download links for the updated mod.
8 - OH NOZE!!! The mod hasn't been updated!!! Tell the modder (you know, the one that you aren't supporting financially) that the game has been updated because the modder exists in a parallel universe and has no idea what's happening with the game.
9 - It's the day after the new VN version dropped and there still isn't an updated mod!!! Panic is beginning to set in!!! Do you install the old mod, which is almost guaranteed to create errors (and then complain here), patiently wait for the modder to do his thing (for free) or start a new play-through without the mod? Oh yeah, that's crazy talk - you (at least) start a passive-aggressive whining campaign.
10 - Stew in the knowledge that those of us that either weren't using the mod, or started a new playthrough, have already seen all of the new digital boobies.

Yes, the "changes" were not so big. Because the .99 BETA served the function of a beta (amazing, right?), to beta test the conclusion of the game to make sure there aren't any big groundbreaking bugs. The 1.0 version is the proper release that the developer is happy with calling it finished. However, it's not that different from the beta version. Thus, it's up to you if you want to update from the beta version to the 1.0 version, especially if you didn't encounter any major bugs with the beta.

However, because he's a decent developer, he's not going to ignore any bugs that people may report, so he promises updates to the game. Just because you've released a game doesn't mean there are no possible improvements or bug fixes you can make.

You act like you've never seen the lifecycle of software development before. This is completely normal, and doesn't mean the 1.0 version is a live alpha or beta. By your logic, literally every release before the end-of-life final release is a "beta."

I know there's a post about taking your time to read through everything just a few posts above. But there's a lot of conflicting information, are we still waiting on a finalised release which will finish the game completely?

The 1.0 release is the "complete" version of the game as MrJet intended. There was a poll to add endings for Emma/Nicole that he is still debating, but that will likely take several months as it's adding a bunch of scenes within the meat of the game on top of epilogues for both. Outside of a minor patch to fix bugs, which haven't been reported yet, I'd imagine this is the version that the mod would be updated to, with maybe 1 more update in a few months for the Emma/Nicole routes.

That's more of a question for the game thread, not the mod thread. Modders will normally wait for an explicit 'ready to go' from the game developer to make sure that all of the game variables are stable; most of the errors that you see in mod playthroughs are caused by changes in game variables.
