The maids give a pretty solid hint. There's no real penalty to sending the wrong one other than not getting as much money so just trial and error it. If they want young, send a younger looking one. If they want big boobs, send a big boobed one. If they ask for hardworking then look at the skills on the maids.
I have problems with it too. I send what I think they're asking for, and about half the time I'm wrong. That said, sending the wrong maid can lead to being sent interesting images/vids.
There's a couple I had to trial and error a bit. I think the one where the guy wants to practice before he gets a girlfriend you want to pick one of the plainer looking maids (can't remember the exact scenario). Stuff like that. I'd recommend playing around because the money gain is largely insignificant, and the "bad" results are still worth seeing, like you say.
I can probably tell people the right answers if they give me the scenario, I just haven't played recently enough to remember them all.
