it's a sandbox/free-roam game it's designed to be a slog to play, sandbox games only lead to the thread being filled with "How do i do this?" or "How do I find this?" questions, and if you have to ask how to play a game, news flash it's a shit game.

the thing is: people wants to see what's new about the new mini games. it's part of the game's update contents. But they certainly don't want to repeat it over and over again when playing multiple paths, and starting a fresh save without mini games on as you say will spend another unnecessary hourish just for skipping.

Use the Unren tool to extract the RPA file. The RPA files are packages like ZIP or RAR. You can't open them with Ren'Py as far as I know.
