According to Quinn and Vinny's agreement, not. Lily lives on campus and is a student. Quinn sells directly to Lily and not directly to the Pink Rose Girls. So the Pink Rose Girls aren't Quinn's customers, just Lily. That's logic.
So why does Quinn say that? Because she probably knows that by supplying her Pink Rose Girls with the drugs, Lily indirectly stole Vinny's customers. Quinn's hands are clean, but it depends on how Vinny sees it. Quinn is effectively reflecting how Vinny will see it, and in EP10 we get to see Vinny see it that way.
That's why Riona's kidnapping is so explosive. What does Riona reveal to Vinny? Then Lily could be in trouble if Vinny sees Lily as a middleman.

The developer of this game also wrote the direct agreement between Quinn and Vinny in EP9. Why are you denying this? any narrative? im aware that dpc is a drama queen. and fully understand that you must relinquish some logic in a world of 2dollar hoes that dont leave you std ridden. but idk if i agree that its normal for any narrative. and to those who do, i would ask them to read something that isnt porn based before we circle back to this convo. or we can just agree to stop arguing over a very week point in an otherwise great game

Quinn bypasses the agreement with Vinny through Lily without breaking her direct agreement with Vinny. That's why Quinn tells Tommy that Vinny is smarter than she gave him credit for. Tommy also told Quinn on the roof to tell Tania to shut up.
The only question is what Riona says to Vinny.

the point is really to avoid being Dailix, having to invent a story would mean that without Maya there is noshould we all enter dalix mode, and start to make theories about how thing would still work, may be even better?!

I don't think Vinny gives a fuck how the drugs got to PinkRose. He doesn't like the result, he loses customers and significant ones at that. Lily told Quinn that she is buying both for herself and the Rose girls, so it wasn't a surprise for Quinn. She got greedy and she admitted to it.
