It's a random encounter, it has a chance to trigger before a Sage scene where she talks about Jill being in the party I think there is an elaborate joke about it when the fireman drink the bottle of pissed during the voting for best costume

I wonder how much of a fuckfest the panty party will be on Others Path. I know there's a set number of lewds, with guaranteed spots for the Main Girls. But maybe there will be some overlap with the side girls, some repeats.
