I've never seen it that JB has to or even wants to join. I thought the phrasing from DPC was quite deliberate.

We will see, but to me he just means that he gets horny by fantasizing about that might happen in the future if Tremolo agrees to it. If I'm also not mistaken at least once if not multiple times, E and/or JB have said they won't ever have sex with someone else without the other present.
