Sounds like Episode 6 then. He's normally in his room (bottom floor), but should be waiting for you in the dining room by the end of the free roam. When in doubt, just use the fast travel thing and cycle through all the rooms.

Go to his room and click on the curtain to the right of the dance floor, that's where he should be. After that, he'll be in the dining room.

That's the dining room, although I suppose it's not super obvious since it's trashed. But after you talk to Tommy, he'll show up there.
