Yes, there are small packets of wipes that are about the size of a wallet just as one example.

This very much depends on the makeup. There are a lot of beauty/hygiene products that are not water solvent these days. How do you think they created thinks like mascara and eyeliner that doesn't run? How do you think professional female athletes can get away with wearing some makeup while competing and not painting their towels/uniforms?
Those wipes I mentioned have a rather low percentage of rubbing alcohol and tear right through it when you'd just be smearing it with water and a lot of soaps. Now, you can use something like Dawn in a pinch, but that's something that was originally created to break down crude oil. And you wouldn't want to use that if you don't have to bc it completely strips the oils from your skin and dries it out, too, which is why Dawn also has versions with moisturizers in them now. And those burn worse to get in your eyes than soap in general. I'd much rather get orange cleaner with pumice it in my eye again, personally.
