I know Tara isn't, she would just be considered ugly during my college time. Gina however is either a goth or punk, and those were automatically a nono (except to other punks/goths of which he had close to none on my college).

No you aren't. You are telling what you remember it being like back then. "Then" being 20+ years ago.
You are making assertions on other people's tastes which is bullshit from the start. You are making an assertion that your experience was universal across all colleges. I personally doubt it was universal even at your own college. You are also clearly mixing "would date" and "would fuck", which are two VERY different things.
The most obvious reason a lot of dorm girls aren't HOTs: They didn't want to do the hazing. In order to become a HOT you first have to be a daughter. Becky for one has too much pride for that. A lot of girls who put effort into being popular are VERY insecure about anything humiliating. They don't have it in them to start at the bottom of the hierarchy.
The second most obvious reason: They didn't make the cut. Maya's scavenger list was extreme because Quinn changed her mind about recruiting her, so we shouldn't use that as a reference, but we have some idea on what was on the other two lists. Maybe some of the girls we'd expect to join just couldn't satisfy their mothers. Or the HOTs didn't accept their pledge in the first place because they had enough. This was the first time they accepted six at once. The DIKs have the Cum-petition to decide who the two new maggots are. Maybe the HOTs have something similar and the hopefuls didn't party hard enough to beat the others. "Party hard enough for HOTs" is way easier than "Party harder than Riona".
The part I don't understand is why haven't the B&R girls started a second sorority.
