Notice the "attempted" part of my statement? Which, frankly, isn't even a legal term. At least in terms of the federal law, the US doesn't have a legal definition of "rape" as such, state laws vary on that.
What Quinn does do is attempt to use social pressure to force sexual contact whether MC likes it or not. And not just within the already morally questionable "hazing" setting, but taking if much further - she removes the condom (again, without MC's consent, and that thing is there for a reason), then attempts literal penetration while being her manipulative self and relying on social pressure to quiet any potential objection from the MC.
Which works to a degree even IF you, as a player, decide it's not OK - rather than have your character explicitly demand she stops, your character ends up resorting to subterfuge to prevent the act. You're welcome to theorize as to why pick that over direct confrontation, but it does not change the fact that Quinn tried to sexualy force herself on MC at that point.
Quinn won't rape you and everything will be okay for you. Shocking, right? (Pun intended) Quinn tasing MC right before that event occurs is way worse honestly.
Everything will be ok for "me" even if I see some on-screen penetration from Quinn, regardless of whether I like her as a character or not, because it's not happening. It's fiction.
But within the settings of that fictional story, Quinn is perpetrating a sexual assault in both moral and legal terms (at least as applicable to the US jurisdictions that I'm aware of).
Personally? I'd rather get tazed (and I know from first-hand experience how unpleasant that is) than have somebody force themselves on me sexually to that degree even in private settings, much less in the ones depicted. Because the latter goes, to me, beyond merely "unpleasant."
Let me sum up the assaults MC has undergone so far for you:
Some of this would absolutely put MC in legal trouble in real world situation, some you purposefully exaggerate.
At a (brief) glance on that short list, nothing is so explicitly predatory as what Quinn does during an already humiliating social experience that is the CUM-petition as applied to hazing (even within the fictional setting of BaDIK, the MC explicitly comments on it, and Rusty kinda-agrees with that perception later on). I have no problem with it as something done consensually between all parties involved, at all - which I believe Rusty also mentions as being engaged in by the DIKs from time to time.
The huge difference is lack of consent during the hazing, coupled with the aforementioned social pressure of that event on its own. And no, I don't think a lot of things done in real-life hazing is either moral, or something to be socially tolerated just because "tradishun."
But anyways, I am serious about your perception of "rape".
So am I, and I am seriously annoyed by people trying to downplay Quinn's actions as they are represented within the story.
My ex was a victim of rape, and it happened to her when she was just a child.
I am sorry for her, because you're not the only one who has had contact with a victim and witnessed the end results first-hand.
You need to learn what rape actually is, because you have absolutely no idea about it and make a fool out of yourself by saying this is rape.

And perhaps it is not I who should take a moment, step back, don't let personal bias toward a fictional character overrule logic, and reconsider their stance of what constitutes sexual assault and what does not.
I will not compromise on this, for exactly the same reasons you think I am somehow devaluing the term I use. We're not playing a game of "who had it worse" here, either. Sexual assault is sexual assault, and while you can get all technical about what "attempted rape" should mean in your opinion, Quinn's act remains as reprehensible as it is regardless of the label you put on it.
This story that Quinn raped the MC was simply the most absurd I have ever seen on this thread.

attempted to.
Since you're calling for deliberation prior to posting, at the end I'd appreciate if you took a moment to consider that this disagreement started with people mocking and attempting to be offensive toward a real person because of mutually conflicting interpretation of a fictional character. One of said people hasn't even bothered to offer a shred of explanation as to why the thinly veiled accusations were issued in the first place, despite a - I thought - polite and explicit request to do so.
