While I agree with you, we are not dealing with Bond villains here, but college infractors, in one side we have a low-life who is used to being physically abused and psychologically abusing others, but murder is still very far for that person.In my opinion the whole issue has been dealt with a certain superficiality, letting Mona go was a huge risk for Burke (and Quinn too), a risk that nobody would take in reality.

Don't get me wrong, I agree with you that letting Mona just walk, would be a huge risk, so I'm guessing Quinn made (yes, made not had) some blackmail material to keep her quiet and away.
