I know everyone is giving you crap, but I too believe Josy is the 2nd most likely girl. Quinn, thinking she is the only Mother who can make that call says "I am not satiesfied" so she REJECTS Maya and Josy.
Its only when the Queen of Stupid, aka Arieth gets involved that they even become HOT's, hence the "checkmate" comment from Riona.

You kind of misinterpreting a little the situation.
Quinn originally wanted Maya. She wanted Maya and Mona, hence why Maya list was designed to be the way it was, to test her see how desperate she wanted and willing to do all the things. But after Mona end up, a big mistake, Quinn admit to Rio that not everything she say is stupid. so, Quinn changed her original plan and intended to Reject Maya. and with that Josy of course, who only was there because Quinn wanted to mess with Tommy.
But Maya and Josy double crossed Quinn, hence the remark from Rio as Check-mate.
