Actually, only Mel, Sarah, Rio and Camila are selling their bodies in Quinn's restaurant. Lily has a much better job in the sex industry and Arieth is a slut rather than a whore. Stephen Burke is in some way involved in covering it up. The drugs are likely a separate matter.
It's not confirmed but I speculate that Stephen hooks some much richer clients with Quinn's girls and hides it in the paperwork as scholarships. When he was certain that Maya would not sell her body willingly, he ended the interview before he gave her too much information. It is likely that Quinn was in his office so he could chew her out for being reckless in her recruitment strategies.
It is clear that Sage knows nothing about the prostitution. She may know about drug abuse, but doesn't know Quinn is a dealer. I suspect the same is true for Elena and Ashley. Heather probably knows about the drugs, but not about the prostitution, though I'm much less certain with her.
We do not know anything about HOT alumni but it is practically guaranteed that this arrangement has been going on a lot longer than Quinn has been at B&R.

Quinn was in his office because restaurant closed the operations. Burke is leaving his wife, and probably his job as well. Thats why Quinn was pissed. She is also dropping out of college, she says so during thanksgiving bbq.

Also, regarding the drugs and Sage's stance on it, Tommy mentions in a flashback with Quinn where they talk about breaking traditions and making the DIK house a place for them to party at that: "You know Sage... She wouldn't be cool with people using drugs in your house.". So she's probably not aware of the narcotics abuse since it's implied that she wouldn't be okay with it if she found out about it. Heather definitely at the very least knows about the drugs because she's one of the people involved in that "private party" with Tommy and Quinn in that same scene, in which she's clearly high and Tommy himself mentions that Heather is in on it too.
