You don't have to fuck Cammy and Mona. To unlock I think ep5 or the hots ep7 all you need to do after you give them the underwear is ask her to fuck outside. Same one where you ask her to slap you. Once that is done she unlocks. For one of those two if memory serves.

Note that the game takes this into account -- it doesn't compare the amount of RPs directly to determine which girl "wins" but a ratio of points/max points, which for Maya is higher than Josy (74 vs 67 iirc) Meaning, you need to have more points with Maya for her just to be evaluated as "equal" with Josy, never mind actually "winning".
