The story didn't need shit from Quinn, she was written this way on purpose, this is for her own character. The extra sex from her restaurant was just DPC making lemonade.
This is not bad writing in any way. Is it a master piece? No. But Quinn was literally created to be like this.
But she had plenty of good reasons (in her mind) for that, she desperately wanted a connection to Rox which died from overdose right in front of her and, for her, she had to go as deep as possible to achieve this. Even though she knew she was being stupid and she had people trying so hard to be with her and help her be better, she pushed them away as strongly as she could out of this stupid pride and need to prove something to herself.

Also on that one, I did the Tiffany & Tara scenes and I still managed to get the Cindy appearance in end screen. I was curious as to why that is, but it's probably because she'll be pushed on the next episode. It wouldn't make sense to add it otherwise.

No, on every run that where you're not on a MG, Lily, Nicole, Quinn or Jade path you get the lab background with Cindy.
However we already find out that she doesn't like MC when acting as a player in front of her so I assume it's safer to have sex as little as possible if you want the most content with her in the future, just in case you get some "auto-flirting" with girls you had sex with before in front of her eyes.
