Because off Jill's path, you have no idea who the fuck Matthew is, or that he's cheating on anyone. We only meet him and know he's dating Bianca at the sushi dinner, which is Jill exclusive. And ironically we see him cheating a separate time in Episode 8, which is Quinn specific and mutually exclusive with the sushi dinner.

Yeah technically he may be right and maybe it fits MC but it just sits wrong to ignore that info when you are friends with Jill at that point, especially if you told Heather about Tommy cheating.

I suppose in the sense of the overall story and gameplay it doesn't really make sense to add that in unless you are planning to put a Bianca cheating path for the ther LIs and then that doesn't make too much sense or doesn't hit as hard as on Jill and Bellas path so I guess I get it.
