If you want him to praise the party, you just need him to have a green background in the party planner. I believe he usually is one of the easier ones to satisfy when playing with minigames.

For some reason, I always thought that the outcome of a party was determined when Tommy talked to Queen on the roof after Vinnie left.

As for satisfaction, it's complicated. I play on an Android device, without mini-games, on the Sage route, so I only had one possible layout with a yellow Tommy and a red Jamie.

Unfortunately I'm not sure how it decides the starting mood without minigames without playing it again. My guess is that with Tommy it depends on your affinity and maybe how you treated him in the past, but maybe Spock can give you a definite answer.

I wouldn't say that they have a strong connection when not in a relationship with her. She's just easy to recognize and when it comes to the Scooby Gang, as far as we've seen up to this point MC is the one who in canon has the most time with her (besides Jill of course). There is a reason only Derek doesn't seem to recognize her while he's talking with her.

Without minigames you have to set Tommy's happiness (pp_current_party_happiness[7]) to 1.
