I've seen all kinds of combinations of characters that never met (Zoey/Josy was one that I distinctively remember), but when you request some character that appeared a few times, he refuses?

There's uh quite a few that are...basic.
For sex stuff you can't choose like MC having sex with Jill, because she hasn't had sex in game atm.
