Make no mistake - Quinn remains an antagonist. DPC has simply done an effective job at humanizing her.

I do take your point, but Bail had a single throwaway line about wiping C3PO's memory. Deleting the video has come up at least twice now, AND we got a scene of Quinn snooping around for it. In my book, that makes it less like a continuity patch and more like a plot point.

It best works if Quinn rolls with MC, she can go and ask about it to see if it's MC or not. Plain jealousy. Otherwise it's just curiosity. Like you said, it's already over.
I personally don't think we should disregard the video's existence at least cuz a significant amount of the drama in the game thus far has been caused by naughty pics/videos being sent around. What does the video show? Maya and Josy in a sexual act together, possibly with the MC but possibly not. What could Quinn do with this?
I'd want some blackmail material to keep them in line and cover my ass if they start to have second thoughts. I'd also want some dirt on people who might find out about it, namely the HOTs who aren't in the restaurant, so that could be a big reason.

The only thing I can think of is that you have not saved the run where you have bought those drawings, because the other explanation is that you have deleted the achievements, but in that case they would appear to buy them if you play again.
Being with jade can screw things with Bella even worse in the future.Cathy isn't worth losing Bella over on any path so I assume a lot of people will just avoid her on their new saves. I was always a Jade man anyhow
Usually to leave Maya's free roams you have to click on her. That said there are alot of them, and I can't remenber them all. I would recommend you check the Guide, and follow all instructions on the free roam.

Learning about this now actually feels so annoying. It just feels like all the effort put into just going after Sage in a DIK run can be simply negated by one scene in an N/C run. Granted, you don't get as many sex scenes as the DIK run, but at the end of the day this still solidifies her as one of the main LIs, whether you chose her or not. Unlike M&J or Jill or Bella, just by putting this scene out makes it seem like there are no repercussions if you choose to ignore her for the early parts of the game, which honestly really isn't beneficial in any way. At this point I'm just hoping that there'll be differences in the conversations and relationship development with Sage if you've chosen to pursue her as an LI as a DIK throughout the game instead for basing it off of that one scene. Hopefully there will be.
