I've given it some thought and my opinion is that while the restaurant and the free tuition scheme are separate things, it is the case of one hand washing the other. Quinn seems to use her sorority prostitution ring to recruit desperate girls that will be suitable for referring to Burke for a more permanent sugar baby arrangement. Those that accept his proposal get a legit scholarship rather than crumpled singles pushed through the glory hole. What we know is that she thought Mona to be a good candidate for this but that was not the case. My feeling is that Melanie also accepted it but Sarah did not because she is still working for the restaurant. Or maybe they both did but Sarah just enjoys the whoring too much to stop. I doubt Burke would be happy to find his kept women using a glory hole. This is why I think neither Riona or Quinn accepted his offer and rather pay their own way with proceeds from the drugs and prostitution. We don't know if Camila was offered the arrangement but she was working for Quinn at least during rush week. I don't think that everyone who works the glory hole necessarily receives Burke's offer. We do know that both Quinn and Riona will do full-service sex work if they get desperate enough, and this leads me to believe that they have a history going back far past the start of college.
I have more thoughts on this, but no proof for my notions. I have a feeling that Quinn didn't start this entire grift but rather inherited it from Vinny when he was kicked out. It shows in her lack of satisfaction with it all, like she is cleaning up somebody else's mess.

I'm also not sure that Free scholarships, the restaurant and the drug ring aren't all connected.Riona overlaps the drug ring and the restaurant though. And she's clearly paranoid for a reason, sure the dude from the CUMpetition was stalking her, but if I were a betting man, I'd bet that was sort of a red herring. Whoever came after Quinn will probably come after Riona once they connect the two.

Quinn and Riona are both confirmed "free tuition" girls, it all started with them, you can see it in their conversation when they're arguing if it's getting too big. Then we know Camilla doesn't want to do old men so she's not having free tuition.
Working in the restaurant is the "initiation" Maya has to go through according to Quinn to get free tuition...
So Quinn selects girls for Burke. Melanie and Sarah we don't know, them having free tuition is based on the Jade/Burke fight where he says 3 after Jade asks him coeds, however there's room for interpretation so it's possible but not certain.
So confirmed restaurant : Quinn, Riona, Sarah, Melanie, Camilla. Confirmed free tuition : Quinn, Riona.
And knowing Quinn nobody would be surprised if she gets the free tuition for bringing girls to Burke, it's just not said...

But at least the drugs are Quinn's family business, she grew into it, Vinny having the same supplier makes me think that he started down this path through Quinn and not the other way around. But who knows, Vinny is portrayed as street smart from the get go, maybe they just exchanged business operations she introduced him to the drugs and he introduced her to pimping.
