seems to me to be a girl with major socialization problems, in high school she needs to find someone far worse off than she is in order not to spend her free time in complete solitude (both have virtually no other friends)

Tybalt should have been a total different character then.In his current state, no woman even want to go near him. So no, a storyline like that would not add anything to Jill.

I do think that the original idea was Jill had bad experience with dating, but then later DPC give a little Fanservice, by making her virgin.
