It means that DPC hasn't been posing many animations, which is fairly typical as he often ramps up animation production at the end of development. I mean, I can keep sending status updates from development longer than 2 months before the release date of the last chapter and you will continue to see animation queues below 24. Are they always below 24? No, but 16 is a fairly typical number, I've seen him get as low as 10 animations in the queue. In

There are some specific Jill scenes (e.g., post-tennis shared shower) you only get the option for when on super CHICK. I believe there are technically more girls on DIK/Neutral when you count the Others branch endings that open up after the Halloween party, but mostly that's because you wind up sleeping with more of them at once.
