if at the time of your choice Jill did not appear among the opportunities it means that you did something wrong....
since you say you are interested in her, I doubt that you chose in the seventh chapter to go to Sage's instead of to the picnic she organized for MC (if you did the reason is this)
so it could be that you had the DIK affinity in chapter seven or after, this makes Jill doubt you and at that point she doesn't invite you to the dinner with her friends and basically cuts you off

You messed up Jill's path. Possibly by choosing the DIK option on too many major choices.
As a rule the main girls will be a bit attached to you even if you mess up their path and can't go for a committed relationship.
