He said once or twice yearly because there's always the possibility that a release could occur in Jan followed by a release in December the same year.

Of course we believe that's unlikely based on current trends, but he's not gonna say:

The Halloween episode came out in December, so I don't really think that the theme matters for how long it takes him to finish and release. Ideally, I am sure he would have liked it to coincide, but it didn't seem to rush him to release it.
