Quinn is violating personal space.
She does this intentionally, checking the reaction.
The usual trick of street thugs.
If the bully is not pulled back, he understands that he can afford even more.

In the early days, she rarely does anything but frown. She starts to show more as it moves along, but she's never going to be as expressive as Sage, Jill, Josy or Maya, she's just not wired that way. She keeps her emotions to herself as much as possible.

She's good at controlling her emotion. The only time I've seen her let loose was during her conversation with mc about her husband during the ending of ep10.
