I think it's kind of a sign regarding her outlook in life.
If the MC chooses her, she still has that playful innocent naivete about her.
If the MC doesn't choose her, she wears a more normal but slightly risqué outfit showing her growing out of that innocence and having a harder outlook on life.

Everyone MC associates with is somehow related. You mentioned MC is a Burgmeister but there's also the possibility of him being a Royce and Jill not truly being a Royce to avoid the incest angle. Jill, like Sage and Tyballs, is adopted. Since everyone's mom is either dead or dying, the door to anybody being adopted can easily be explained.

As said unfortunately previously by Spock, sex between adopted family members is counted as incest on patreon and thus not allowed

People being related isn't half as dumb as the loan storyline, Bella (path) being a reckless dumbass, the list goes on, or the most retarded one.... the Maya and Josy relationship. That one makes me laugh and face palm at the same time.
