It's mandatory if you want the point for fucking a teacher, but it's not necessary to win hell week. You can get more than enough points in other ways. I even won without doing sexual stuff with anyone. Just say you're going to to the DIK stuff at the Pink Rose major choice and immediately end the free roam.
Unfortunately Cathy isn't available to fuck until season 3.

You didn't have to fuck Jade (and you couldn't fuck Cathy anyway).
No one was there... arieth found a dildo and went to town... she tends to do that, it's a running gag. if you get josy (probably any other hot) to win the costume contest, she finds the trophy and uses it too.
