Maybe he's irrationally holding MC himself responsible for Lynette's death, seeing how he technically got her killed. Then that measly inheritance received is some form of amends, slowly letting the grudge go after nearly 2 decades.

The diary maybe, the inheritance itself would have been a legal obligation since she didn't have a will everything would have been split between her next of kin evenly. Aside from DPC wanting to use it as a plot point not sure why it would have taken so long for MC to get it though.

More likely he gave him the inheritance because his lawyers ran out of loopholes for stalling. I'd imagine the legal fees were several times the money he might have saved if he had just given MC his rightful inheritance, but he is being exactly the kind of petty asshole that made Lynette run away with Neil in the first place.

Not always true. It is recommended that you leave both eyes open, because closing one causes the open eye to strain. But, the truth is that some people are never able to adapt to keeping both open. This is the same with open sights and scopes, of course with laser sights, it really doesn't matter cuz you are lame. I know quite a few experts who still close their off eye.
