That indeed seems to be the case, but it could be that Sage already knew about it (being Stephen's daughter and all) and is just using a hands-off approach.
I'm pretty sure Sage doesn't know anything about the restaurant and the drug dealing. She might know that some of the sisters do drugs sometimes, but that's all.
That is on Stephen imo, not Quinn. I don't think Mona would have any problem to work for the restaurant if she just had to service students.
Of course, Stephen had something to do with it, but I got the impression that the dialogue between Quinn and Camilla, where Quinn asks "will she be a problem?", sets off a chain of events that results in Mona leaving.
Also true as far as I know. But then again, the same could be said about Tommy.
It's simple, Tommy is a piece of shit. But he'll probably be better by the end of the game, just like Quinn.
I don't think so. She doesn't seem like someone who would blackmail her fellow HOTs. We also see she seems to have no interest in having people in her restaurant that don't really want to work there. That is the whole reason why she worked against Maya during Hell Week to begin with.
We know Quinn wanted Maya involved. We also know Maya was the only daughter with sex assignments. And we know Quinn wanted her video. Why?

Simple: Quinn only wants restaurant material as new HOTs and she knew from the beginning Maya would be too clean for it. She set up the list to make her fail. She wanted the video to proof that Maya didn't do her task correctly and thus couldn't join the HOTs.

I don't believe she wanted Maya involved at all. Everything she says and does makes it clear that she was against it since the beginning. They used her to kidnap MC, but that's it.

Quinn definitely thought Maya had restaurant potential at the start. She changed her mind and started to sabotage her chances and tried to make it so that she would have leverage if Maya pulled through. If she never wanted Maya to be a HOT, she would just have said no to her just like she was saying no to Josy until she revealed that she was Tommy's step-sister.

I believe that she only gave Maya a try because Maya mentioned the free tuition. Quinn probably thought Maya knew what she had to do for it.

Why didn't Quinn try to sabotage Lily and Ashley's entry then? They weren't involved in the restaurant.
I got a different impression. Some of the dialogue between Quinn, Riona, and Camilla makes it seem like Quinn wanted Maya to join.
We may never know the truth. I wouldn't be surprised if all the characters pretended the restaurant never existed.

At least on DIK you still get to see her as a bee. I wonder if we'll get to do stuff with Bianca on a Jill rejected route in ep 12 and if so, what Jill's reaction would be. Bianca shows more than enough interest in MC even if we didn't meet her before Halloween

We will indeed probably never know the truth. We can only speculate on why she didn't try to sabotage their entry. It might be because Sage at that point was keeping a closer eye on her.
It might also be that she was more aggressive towards Maya because just after accepting her as a daughter, she changed her mind when she found out that she was such a goody two-shoes. Finding out about this, it might be she was afraid that Maya would make the restaurant and the "rumors" even more public if she ever made it to HOT and knew the truth.

We can only guess and speculate.

Quinn was Maya's mother and so she could alter the list in way that would test if Maya was suitable for the restaurant.

Quinn made the list hard, full of sex stuff, which would either:
Make her fail, showing that she is not the right material to be a whore.
Or.
Prove that she is capable of taking part in the restaurant, or use evidence from the completed list to blackmail her.

Quinn is likely taking a cut out of the restaurant earnings, which is why she wants more girls in on it.

Imagine that in episode 11, Buddy and Vinny beat and rape Quinn (they could have done that if they wanted). By your logic, we shouldn't blame these fine gentlemen. It's Quinn's own fault for being too weak, right?
I see that the respected El_Magnifico has already answered you on this question.
And I completely agree with how he formulated his answer to your post.
There is a difference between so-called manipulation and physical violence. And the difference is significant.
But there is something I would like to add.
These numerous plaintive statements about Quinn's manipulation are already funny to see, honestly.
Those who complain about manipulation are always those who try to shift responsibility for their actions to someone else.
It is so easy, in case of fucking up, to say - I was manipulated.
