If you want an example of Sage not realising something that is right under her nose for years there is Chad being gay. If the girls were truly determined to hide the prostitution from sisters who weren't part of it, Sage wouldn't find out about it. She has not after all found out about Quinn doing it in spite of how close they are.
The secret is in danger of getting out because Quinn got cocky. In the previous year Quinn wasn't cocky so it stayed hidden. It follows that it would have stayed hidden under pre-Quinn non-cocky management.
And there isn't even a rumour going around about HOTs being prostitutes. There is a rumour about the sisterhood paying the members' tuition. It's hardly the same thing.
How they manage to make money without a rumour getting around is something of a mystery, but that's a line of argument that leads to the whole operation being discovered within the first month. The plot-hole that lets the restaurant stay hidden for a year will let it stay hidden for much longer.

It's not uncommon for gay men to pretend to be straight for years without their girlfriend/wife realizing it. Seems like it's only recently that he's started to cheat on Sage, given how certain she is about it and the fact that she hires the MC, whom she doesn't even know, to spy on him. No chance she would let that go on for years.
I think you are slightly missing the point. If the scholarship/restaurant was going on for years, there would be rumors about it. Sage would've heard of it and likely gone all in trying to get to bottom of it, cause that's how she is. We are told multiple times that Sage, at this point, is very busy with both running the HOTs (parties, part time work, etc.) and trying to graduate. She's very busy and trusts Quinn with a lot of important things, which lets Quinn get away with both the drug dealing and the restaurant. An example would be Maya's scavenger-hunt, it's a lot more sexual in comparison to the others. Even when Maya wants to switch mothers, Sage doesn't look into because she's busy and trusts Quinn.
I'm not saying any of these theorys makes sense, DPC probably didn't think far enough ahead with this particular plotline, or changed his mind.

Tbf, she doesn't spend much time with her brother and she doesn't know Jill at all. It's not difficult to lie and make stuff about someone if no relevant parties are there to deny it.
