Considering Quinn's poor history in planning for further moves she might try something. Emphasis on the word try. The plan might indeed be to wait until police clear out apart from whoever is left to guard the scene, use the tools to break in and claim items either from the safe (if Quinn knows the combination) or some hiding spots the police might have missed. Quinn lived in the place as a kid so it would be expected for her to know such hiding spots. It's even plausible for her to be the only one who knows about them, if Rox never told anyone but her. There could also be spots not even Rox knew about but what would Quinn have hidden there as a little girl?
Possible outcomes:
- Quinn is arrested by cops left to guard the scene.
 
- Quinn aborts the mission because there are too many guards.
 
- Quinn gets the items but is caught by Buddy's henchmen.
 
- Quinn succeeds.
 
There are some possibilities with Quinn getting arrested. It could start the process of redemption for Quinn where everyone goes down with her, but while it would close a lot of on going plots I can't really see how MC would be involved on any of the main paths. It could be that keeping out of trouble is a condition for succeeding on some of the paths, but it's a bit too elaborate for something you are simply supposed to avoid if you aren't on Quinn's path. It might be in the game but I'd expect some alternate possibilities.
One possibility is the classic one phone call. Quinn might call MC, Sage or Stephen. Sage would of course ask Stephen to solve the matter so there isn't much difference, but it might be significant if Sage asks both her parents to help Quinn or asks Stephen when Jade is in the room so that the plots get tied together. If Quinn calls Stephen directly the plots would stay separate. Now I don't think both of those options will exist in the game. They are just story options DPC has.
An option I would expect is Quinn calling MC if you have a good enough relationship with her. It might only happen if Quinn is active on Others, but it might also happen if Others (Quinn included) was a possibility in ep 8 and the player chose Sage or Bella. It would bring player choices into the moment, but I'm kind of drawing a blank on what MC might be able to do there other than persuade Quinn to be cooperative with the law.
Quinn just aborting the mission is perhaps the least satisfying option. It would only do something for the story if what she was after was somehow important and not simply a stash of money and/or drugs and even then there would have to follow a plan to get it from the police and that would be a bit too wild a turn.
On the other hand Quinn getting what she is after and running into Buddy's henchmen has plenty of drama possibilities, but what's the excuse for them being there to catch her? Buddy can't possibly have ordered anyone to do that within the time Quinn would attempt the deed. If Buddy himself escaped arrest, he might be there to catch Quinn but she would be breaking a record in stupidity if she tried it without actually seeing Buddy get arrested. The only person who might be there to catch Quinn is Vinny, which admittedly has some promising possibilities. Such as Quinn stabbing him.
And then Quinn could just succeed. That would be simplest of all, but then there would definitely have to be more than just drugs and money.
