I think it's much more likely that Quinn has just mis-managed her drug business just like we've already seen her mis-manage her prostitution business.I’m fairly sure the reason she is coming up short is because she is getting high on her own supply. She blames it of Riona (classic junky move) but I frankly don’t think she would dare to go against Quinn in this way. Plus when she has the conversation with Riona I don’t think she even mentions the idea it might be her fault.
She is the only one we see injecting drugs, and trying to get other people on board with that. She’s already selling the Jocks sugar pills if she isn’t using where exactly has this inability to pay her dealer come from?
As HB says, she might of thought she new the code, or hoped it would be unlocked or simply not realised it was in a safe and been hoping it was just hidden somewhere.
We know that Sage pretty much leaves the running of the HOTs to Quinn and she seems like a pretty hands-off President. So maybe she's unaware of how much the HOTs make from their non-illegal ventures and Quinn was able to convince her they needed to to do this to support all the new girls joining.I have a question which may possibly be a glaring plot hole. So the real reason Quinn convices Sage to go along with her plan to go to the Preps Hell Week party was so that she could try and sell to them out of desperation to sell to them. However Heather tells Riona that the HOT's make more than enough money to support all the new pledges and questions why they had to be there which begs the question wouldn't Sage as the President of the HOT's be well aware of this and shut down Quinns idea in the first place?

Probably giving Quinn too much benefit of the doubt, but I feel like she is doing what she does for the HOTs, that she gives a cut to the HOTs, pays the dealers what she owes, and maybe pockets a bit extra for herself. From what John Boy said in ep 5 about Elena, I get the sense that each HOT has to do something to bring money in and most of it is charitable/community work, but I can't see Quinn doing that, so perhaps she fakes it or pretends to get the money from elsewhere.Maybe however wouldn't Quinn keep all the dirty money for herself since she owes her supplier?

In my playthrough, I stayed with Sage, and she mentions that Quinn took a liking to the MC, so for me that was the factor why any of the further scenes with Quinn happened

I hope DPC has improved in the management of dramatic moments (the problem is not the death of an LIs, but having accumulated a series of twists in a couple of chapters, which make them not credible, up to chapter 6 is a masterpiece )

I still think he's gay, but we can't know for sure yet. Or maybe the conversation was about something else entirely, I don't see how this is that urgent to go at night with that "We need to talk". How is any of that debatable?It's an open and shut case. All of these points are verified by the game itself. The only thing that's debatable is if they discussed anything else, but why would they? Their business has been concluded and there's nothing left to discuss, least of all conspiring to leak a picture of Cathy as Jill Royce was implying.

I know Holy Bacchus can get wrapped up in his theories sometimes, but in this case I have to agree the evidence is pretty conclusive. We know Quinn had a talk with Dawe about getting money that didn't go well. We know she had been selling drugs to the jocks, and Dawe in particular, and they recently stopped buying. We know Chad had warned Dawe about some activity they didn't want the school to find out about. Now it's true that we can't conclusively rule out that there was another unshown meeting where those things were discussed. But with all the things we do know, and with a complete absence of any evidence to contradict it, I see no reason not to take the evidence as presented: when they met, Dawe told Quinn that he didn't want to buy PEDs from her anymore due to the increased risk of being caught.
Now it's possible other topics were discussed during that meeting as well. So if you're trying to say, for example, Dawe could still have asked Quinn to frame the DIK, I agree that is possible (though it seems unlikely). Beyond that, though, I don't see much to argue about here.
