Quinn practically runs the HOTs, Sage even acknowledges this when you stay with her in Ep 4, so since Quinn proposed this plan, Sage likely wouldn't have said 'no' since she's pretty much abdicated all responsibility to Quinn. The only uncertainty was whether Tybalt would accept whatever Quinn came up with for Sage to offer him, and he did, and the fact that he did meant that the HOTs went to the Prep party instead of the DIKs, which led to the DIK mansion getting trashed and led to Jill getting blackmailed by Tybalt because the MC crashed the party. These are both significant things that affect the MC and were both caused because Quinn exists in this story.Quinn might presented the idea but it was Sage who decided to go along with it. If Sage said no, we're going to DIK's there is nothing Quinn could do. And she choose to go along with that plan because it was better offer financially (and yes, it was a better offer) compared to what DIK's offered. Problem is that Sage didn't realized that Quinn planned to steal the money they got from AnO to attend their party so she could use it for herself.
The only thing Quinn did that caused the mess is not letting Rusty and Tommy know they won't be showing up... which is something she was supposed to do and something Sage (and pretty much every other HOT) believed Quinn did and were all surprised when MC let them know that she didn't do it. Well, that and Tommy being Tommy.
As for everything else... there is a whole lot of future tense you use to describe Quinn's importance to the story. Thing that will maybe happen at some point in the future. But in the present... she is almost completely irrelevant outside of Maya's storyline. She could just as easily be a shadow character that we haven't seen yet.
With regards to the "better offer", that's likely how Quinn would have put it to Sage, probably proposing they could get donations from the wealthy guests, but this so-called "better offer" was really just Quinn thinking she'd get several Preps to buy high-end drugs and become regular customers and it didn't work out that way for her. So she wasn't planning to "steal" the money for herself because the money was never meant for the HOTs, it was always for herself.
You keep trying to minimise Quinn's involvement in this story, but she's been the arbiter of several events and moments so far that have impacted the MC besides those involving Maya, and it's clear to see that her actions will have consequences in the future that will further impact the MC.
