Two simple reasons. 1) like it or not, Goro is a main character in the story. I'm not sure if you can bypass him. 2) the developer is clearly not going for realism with this story.

We take all feedback seriously and truly try to fulfill everyone’s wishes. Other characters will also develop their own paths in time. The game is fully flexible—you are free to choose your own path.
