The usual reason is, Because it normally doesn't happen. And also because the save file contains some - but not much - informations about the game itself.Really don't know why you need a save file.
Recreate by having everything installed (Extra, Patch, Updatefixes)
Start game.
Get to Day 2 (meant to say that sorry, Day 1 is the talk by the pool.)
Wait till 4pm in Bedroom.
Turn around, then create a Quick Save.
Then Quick Load a peak until you see it...
And you said the magic word: "sometimes". That's bad for every dev. In that case a save file, where it actually did happen, helps a lot. In that case the save would have informations about the flags that lead to that situation.
It might have taken less time to just post the file
