Keep in mind that games which aren't purely linear get more complicated as they are updated and therefore take longer and longer to make.

Something is known about how the chapters will be organized, will they be in the same game or will each chapter be a new game?
If the second, then it may be preparation to then sell several games on steam and not one.

So far I'd say it's not a new game for every chapter. If it will be organized in seasons like so many others, is unknown.
And it's also unknown if he'll go to Steam or GOG or itch or any other commercial platform in the first place. If it will be Steam only, for me there is no reason to buy.
