In all RenPy games, the saves are made in the game folder and on the local C disk (where the operating system).

The "Black Card" can be obtained from the hotel administrator. If there is no dialog, take a look at the inventory.

You will get access to the restaurant and get the "Black Card" only when passing the events with Mom. You have not yet reached this point, it's too early. There is no way to get it separately. Do what you are asked to do in Mom's events.
