It was not finish and will never be finish because DS dropped this game because he hated it was on this site so he moved on to a new game.

Your numbers mean nothing to me so you must be using some kind of a mod to see that or so.
Yes it is tied into game progression for this to happen.
You must keep please Alice until mom sits down and have a talk with both Max and Alice.
Then you must do mom until Alice sits down and have a talk.
Remember you must do the first part first to get the sit down to happen.

Make sure you read the whole thing on how I got it to work because some players took well over 20 weeks of doing it as often as possible to get the sit down to happen.

Your on the right track then just keep playing, its an RNG thing on the triggers and some players could not get it to trigger for more than 4 months of game play, and that is just the ones who told us about it.
and if remember it correctly...the RNG is calculated not before the event...so i cannot re-load before relevant time and try again, right?

Can't help you any more than what I have said before, both Alice and mom must sit down and do the talk or it will not progress.
If one has sat down and did the talk then stop that way and work on the other until the sit down and talk.
