Yes. The gameplay loop is that he keeps gaining confidence, which unlocks new dialogue options to interfere with NTR guy and finding clues around the map.
It took me about 4 or 5 loops to get true end when I played this with MTool a while back.

People should look at this type of NTR as a lesson, a lesson that it is impossible for your crush to like you back if you don't have the courage to at least interact with them and ultimately confess to them.
Rather than looking at this type of NTR of being just a fuel to your involuntary celibate desires or " it isn't NTR because the love is one-sided " but looking at it in a mindset that a weak person should decide whether they should change themselves for betterment of oneself or do nothing and be weak forever as their ambition of love when they were young slowly fades away from the feeling of their heart.

yeah but realistically some people do need or greatly benefit from other people engaging with them essentially eliminating the hardest part of such things, putting yourself out there. promoting the idea to do it yourself is good but some people need more than just themselves to get the job done
also in these types of NTR the "world" is actively conspiring to get the guy which is a feeling that such people can have but it's proven to be CORRECT. there's also the fact that this MC replicating results you'd get from isekaing a neet in that because they are able to see tangible progress they feel more incentives to continue and with essentially infinite retry's just about anyone could reasonably monkey-typewritter the situation
