Steam waits until a 12 year old complains. It's often hitting 12 year olds who can type a tag or view a forum. It supposedly has adult locks. It doesn't. It's Steam. It has every Janny on it. That's the problem. This game had a bunch of complaints, it was released with bugs, outside of that became a discussion on how do you X. Bugs can cause grudges, incomplete content another. X happened to be content that a Janny disliked. Most completed games sail under the radar, they don't state their tags. Why have it on Steam? Probably because they have other stuff on Steam that have similar content that never got banned.
In any event Steam is a much bigger problem for adult games. Not a matter of if but when, because most adult games are rolling dice using it. A niche market on a mainstream platform. It doesn't take much for an idiot to get woke and mainstream cancels. So host on adult games platforms. There aren't as many and the hitbox is less but they won't ban content so easily.
