You can find the merchant at the botton of the map, al most leaving the place.
Only in the mornings appears.
But you need to give something in return for the pills.

From what Im reading, this is a YandereDev situation where the guy really just doesnt know how the fuck to code. He's taking 3 years just to code something that would take an entry level programmer 2 months.
